1. FUNDING

WHAT IS THE SPORT GRANT PROGRAMME?

The FIA Sport Grant Programme was established in 2014 with funds from the Concorde Agreement as a new source of funding for National Sporting Authorities (ASNs).

The Fund is dedicated to developing motor sport and helping to strengthen the organisational infrastructure of ASNs.

The Fund is overseen by the Sport Funding Commission (SFC), which reviews the annual funding submissions and determines which projects will be awarded a grant. All SFC funding recommendations are then subject to verification by the FIA Senate.


HOW MUCH MONEY CAN I APPLY FOR?

Each ASN is permitted to submit one (1) grant application per year, under one of the four funding areas:

  • Safety: maximum grant available €50,000
  • ASN Structure & Management: maximum grant available €25,000
  • Motor Sport Development: maximum grant available €50,000
  • Social Responsibility: maximum grant available €25,000


WHAT KIND OF PROJECTS DOES THE FIA FUND?

The FIA Sport Grant Programme has two key objectives:

  • Developing motor sport
  • Strengthening the organisational infrastructure of ASNs

Under these two key objectives a number of different types of projects can be supported, for example: grassroots and entry-level engagement activities, training marshals and drivers in safe competition, purchasing safety equipment, improving race tracks, improving ASNs' organisational capabilities through training on strategy planning, improving governance structures, and leadership skills.

The FIA also has funding dedicated to Road Safety and Mobility Development initiatives. Further information on funding for such activities can be accessed here.

WHO DECIDES IF MY PROJECT GETS FUNDED?

The Fund is overseen by the Sport Funding Commission (SFC) composed of high level representatives from the FIA and its World Motor Sport Council (WMSC) from around the world. The role of the SFC is to review the annual funding submissions and determine which projects will be proposed for grant funding. All SFC funding recommendations are then subject to verification by the FIA Senate.


HOW MANY GRANTS CAN I APPLY FOR?

Each ASN will be permitted to submit one (1) grant application per year. For the avoidance of doubt please note this means one grant from the Sport Grant Programme and not one grant per sub-programme (EITHER Safety OR ASN Structure & Management OR Motor Sport Development OR Social Responsibility).

In addition, a group of ASNs which have similar needs (a cluster) can make an application for training or equipment/services. Please note that while it is possible for an ASN to apply for funding as part of a cluster and on an individual basis, two funding applications from an ASN for the same type of activity will not be permitted.


CAN I APPLY FOR A MULTI-YEAR GRANT?

Grants are awarded on an annual basis for one-year projects. Should your ASN have a multi-year project that needs support, you will need to apply each year to request financial assistance for the next phase of the project. ASNs should indicate on their application form if they will be applying for future funding for the next stage of their activity.


2. ELIGIBILITY

WHO CAN APPLY FOR A SPORT GRANT?

The FIA Sport Grant Programme is available to FIA-sanctioned National Sporting Authorities (ASNs). We are happy to accept applications on behalf of third party bodies, but the application must be endorsed by and submitted by the ASN.


WHAT IF MY PROJECT ONLY MATCHES PART OF THE CRITERIA?

We encourage ASNs to discuss planned applications with a member of the FIA Grants Team prior to making their application so as to ensure that the proposed activity matches the FIA's eligibility criteria.

HOW MUCH FUNDING CAN I REQUEST?

Funds are only awarded on a "match funding" basis; however, contributions in kind may be permitted as match funds. The World Bank Classification of income per capita ranking will be used and additional funding will be offered to ASNs of middle- and low-income countries as follows:


  • ASNs in high-income countries will be expected to contribute 50% of the total activity cost.
  • ASNs in middle-income countries will be expected to contribute 30% of the total activity cost
  • ASNs in low-income countries will be expected to contribute 20% of the total activity cost.


Please note that ASNs who consider that their economic situation is not reflected accurately by their ranking in the World Bank Classification can apply to the FIA to have their ASN's financial status reconsidered.

3. APPLICATION FORM

HOW DO I APPLY FOR A GRANT?

In order to submit an application all ASNs will first need to register by completing an online registration form.

Once your registration has been approved you will be issued with a username and password to access our online application portal; here you will be able to open, edit, save and submit your application form.


IN WHICH LANGUAGE CAN I SUBMIT MY APPLICATION FORM?

Applications to the FIA Sport Grant Programme can be made in English, French and Spanish.


HOW DO I UPLOAD MY SUPPORTING DOCUMENTS INTO MY APPLICATION?

Work Plan Upload: ASNs will be able to upload their project work plan in the 'Activity Details' section of the online application. Please note, however, that ASNs can skip this question and upload the document at the end of the application if preferred.

Budget Upload: ASNs will be able to upload their project budget in the 'Financial Details' section of the online application form. Please note, however, that ASNs can skip this question and upload the document at the end of the application if preferred.

We have created a training portal so that ASNs can practise applications in advance of the actual applications process opening in June. The application simulator can be accessed here.



4. PROJECT MANAGEMENT

HOW DO I PUT TOGETHER MY PROJECT BUDGET?

The project budget should contain detailed information about the expected expenditure for your activity. Where possible, figures should be based on actual quotes or previous expenditure. If actual quotes or previous expenditure information are not available, figures should be estimated as accurately as possible.

Your budget should be organised into broad categories according to expenditure areas and then itemised within each category – for example, under the main heading of Travel Expenses, you might have costs for air travel, hotels, car hire, etc.

Your budget should include a section for income, which should include the grant you are requesting from the FIA and the contribution that your ASN will make. If the activity will generate direct revenue, this should be clearly outlined in the budget.

As a minimum condition for budget approval, your budget should be balanced, i.e. there should not be a deficit or surplus between the sections for Income and Expenses.

HOW DO I PUT TOGETHER MY PROJECT WORK PLAN?

The work plan document should outline all the tasks necessary to develop, implement and evaluate your project, as well as who is responsible for each task and when each task is scheduled to take place.

5. GRANT ASSIGNMENT

WHEN WILL THE FIA ASSIGN THE GRANT TO MY CLUB?

ASNs will receive formal notification of the outcome of their funding applications in late November. Please refer to the funding calendar for further information.


MY APPLICATION WAS SUCCESSFUL, WHAT IS THE NEXT STEP?

After formal notification has been sent to successful applicants, we will contact each ASN again to issue grant agreement contracts during December. Payment of the first grant instalment will take place once the agreement has been executed by both the ASN and the FIA – this will commence in January. Please refer to the funding calendar for further information.


MY APPLICATION WAS UNSUCCESSFUL, WHAT IS THE NEXT STEP?

It is the aim of the Sport Funding Commission to support as many ASNs as possible through the FIA Sport Grant Programme, but the funding provided needs to be balanced against the limited resources available.

ASNs who are not funded will receive constructive feedback, in writing, outlining areas for improvement and any specific issues that need to be addressed in order to improve the viability of future funding proposals. One-to-one advice and tailored coaching are available to all ASNs to assist in the development of proposals – the FIA Grants Team is on hand throughout the funding cycle to work with your Club and guide you through each stage of the process.



6. GRANT PAYMENT

IN WHICH CURRENCY WILL MY GRANT BE PAID?

All FIA Sport Grant Programme awards are paid in EUROS (€).

We understand a large number of ASNs will prefer to budget in their local currency. We advise ASNs to produce their activity budget with both local currency and Euro costs for anticipated project expenditure, clearly stating the conversion rate used.


HOW WILL THE GRANT FUNDING BE PAID TO MY CLUB?

All FIA Sport Grant Programme awards will be issued in three instalments as outlined below:

  • First instalment (40% of grant award): PAID ON EXECUTION OF GRANT AGREEMENT
  • All grant recipients will be issued with a grant agreement to be signed by both the ASN and the FIA. Once the contract has been signed by both parties the first instalment will be paid.


  • Second instalment (40% of grant award): PAID ON APPROVAL OF INTERIM REPORT AT 50% OF THE ACTIVITY
  • Third instalment (20% of grant award): PAID ON APPROVAL OF COMPLETION REPORT AT ACTIVITY END
  • All grant recipients will be required to submit a Completion Report and Final Financial Report at the end of the activity and once all activity expenditure has been committed. The third grant payment is made on approval of the report.
